Summary

    A Lead Project Scheduler and Project Controls Manager with over twenty five years of Primavera project scheduling, project controls management, and construction management experience involving power generation and T&D. Has built and maintained complex Primavera project schedules for major T&D and power generation projects.  Scheduling expertise includes developing schedule baselines and manloading, creating work breakdown structures, performing critical path analyses, cost and resource loading, project controls forecasting, earned value analyses, and custom layouts and reports.

   T&D scheduling experience includes developing 31 project schedules in interactive PERT format for bid proposals and planned construction as well as developing, rebuilding, and maintaining Primavera project schedules for extensive overland and underground transmission construction. Power generation scheduling experiences includes developing CPM project schedules in Primavera for nuclear, wind, and hydro power plant construction and upgrades. Proven ability to effectively control project risk and accurately forecast / track costs.  Is a Primavera expert with experience training project staff in CPM planning / scheduling and project controls methodology.

    In a recent engagement at the University of Wyoming as Project Controls Manager for the construction of a coal gasification research and technology development center, functioned as Owner’s Representative and trained members of the facilities planning group in the use of P6. Prior assignments include Lead Project Scheduling and Project Controls Manager of power plant construction / outages for utilities, AE and construction firms, and service providers including Xcel Energy, Blattner Energy, Burns & McDonnell, Skanska USA, Northeast Utilities, PSE&G, GE Power Systems, NAES, and Bechtel.  In a key role with Burns & McDonnell as Senior Project Controls Lead for the Northeast Utilities NEEWS T&D Project, developed schedule baselines and CPM project schedules in P6 for a major 4 section T&D project consisting of 6,000 scheduled activities and over 100 miles of underground and above ground transmission.  Also developed schedules for 31 planned PSNH T&D projects with budgets ranging from $10M to $300M. Critical path analysis expert. Extensive experience converting older MS Project and earlier versions of Primavera P3 to P6.

 

Holds a BS from the University of Massachusetts and is proficient in a broad range of scheduling, project, plant, and inventory management applications including Oracle Primavera, SAP, INDUS Passport, and MAXIMO.

Brought in to lead the transition to dual unit work control using P6.  Also, site DBA for P6. Currently working on Maximo 7.5 upgrade testing and verifying the bridge between P6 and Maximo is designed correctly. Developed a detailed, integrated EPC Baseline schedule in P6 for a 250Mw, 125 tower wind farm project. Blattner was directed by client to secure a P6 person to develop a baseline to replace the MS Project schedule that they rejected per contract requirement. Baseline of 3000 activities was built and approved in 5 weeks allowing $14.4m in change orders to be submitted, all of which were subsequently approved as well as 7 months of stranded invoices.

Developed CPM project schedules for PSNH’s 5-year planned capital projects in PERT format for project manager and contractor reviews prior to bid award. This group of 31 T&D projects included 4,500 total scheduled activities with project budgets ranging from $10M to $300M. Project schedules were created from scratch and involved collaborating with engineering in developing bid proposals and working in the field with contractors to obtain weekly quantities and forecasts.

·   Scheduled an 11-mile new 345kv line installed by J.C. Reed in the Raymond, NH area. Project was finished three months ahead of schedule and was the first PSNH T&D project with no change orders.
